It's a problem, where I have seen some people say all of Venezuelans and attempt to interfere with them. Leave them or others I visit attempt to assist. I'm part of the latter, it into. Hate on me if you have to, that's fine but when it was my family you're sure as hell I'd do all in my power and much more to supply for them.
The accounts are getting banned since their VPNs (assuming they have them) are probably poorly configured. If you are doing anything golden farming 22, if you're using a free IP, you will get banned. If you've got >4 accounts enjoying massive hours on a single IP address, you also increase your chance of a ban. In case you have any significant time played on a single IP (i.e. you're the owner), and also the account is played on a new IP (regardless of location) that you have a good prospect of getting banned.
The appropriate thing to do would be to IP spoof so that all the Cheap Runescape gold packets have been sent to the proprietor's IP address, and so are subsequently forwarded back to the location where the account is being trained. Obviously you would need to work out the packet transferring stuff and there could be lag, and the net in a 3rd world country probably would not alleviate this. Jagex also has the power to see your computer's UUID, but Jagex devs are pretty bad so that I would not be surprised when they serially test flags and IP comes earlier UUID, but obviously it would require testing.
